My Lord:-
In my despatch, No. 440 of the 24th of October last, I forwarded to Your Lordship copy of e Resolution passed by the Chamber of Commerce at Nogales, protesting against the provisions of the Labour Law of the State of Sonora, and its effect upon the Chinese residents in that State.
The action of the Governor of Lower California
has now been followed
as reported in my telegram, No.341

by a Circular issued by the Municipal President of Guaymas which is referred to by Mr. Davidson in the enclosure in my Despatch No.12 of this date.
I have the honour to transmit herewith a translation of extracts I have taken from this Circular, in order that Your Lordship may perceive the feeling which animates certain Authorities in the State of Sonora,
The subject has now been taken up by the Congress of the Union, and also by the Chinese Minister resident in this
capital, and according to information emanating from the
Ministry of the Interior, the Treaty of Commerce and
Friendship between China and Mexico, contrary to the
suggestions of the Municipal President of Guaymas, will
be upheld, and the Military Authorities have been
instructed to give ample protection to the Chinese and
Japanese residing in those districts.
The intention is expressed, however, to modify
the Treaty with China, with the object, no doubt, of
excluding its citizens from this country.
